Currently, KRBTEK operates as a unit of the Lithuanian Bioethics Committee under the Ministry of Health. The Kaunas Regional Biomedical Research Ethics Committee issues permits for biomedical research, approvals for amendments to biomedical research and submissions for clinical drug research.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-goals\" style=\"font-size:30px;font-style:normal;font-weight:600\">Goals<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The purpose of KRBTEK\u2019 activities is to ensure ethical evaluation of biomedical research, protect patients\u2019 rights and advise on bioethical issues.&nbsp;The <strong>Kaunas Regional Biomedical Research Ethics Committee<\/strong> issues a permit to conduct a biomedical study if the biomedical study is planned to be conducted in research centres located in the counties of Alytus, Kaunas, Klaip\u0117da, Marijampole, Taurag\u0117, and Tel\u0161iai.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-duties\" style=\"font-size:30px;font-style:normal;font-weight:600\">Duties<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Protect the rights of persons participating in biomedical research and conduct scientific ethical expertise of biomedical research protocols;<\/li>\n\n\n\n<li>Issue permits for biomedical research;<\/li>\n\n\n\n<li>According to competence, to represent Lithuania in international organisations.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Permits (approvals) for conducting biomedical research are issued by the Kaunas Regional Biomedical Research Ethics Committee based on the decision of the biomedical research expert group. The biomedical research expert group consists of 9 persons, its nominal composition for 4 years is approved by the rector of LSMU. Two representatives of biomedical science with a degree and two representatives of social or humanitarian sciences with a degree are appointed by LSMU. Three healthcare specialists from healthcare institutions operating within the territorial limits of KRBTEK activities and one specialist in the field of social or humanitarian sciences are appointed by the Ministry of Health. One member is appointed by patient organisations.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<\/div>\n<\/div>\n\n<div class=\"page-content\">\n\n\t<div class=\"container\">\n\t\t\t\t\t\t\t<div class=\"tabs-h mt-10\">\n\t\t\t\t<ul class=\"js-tabs full-color-tabs\">\n\t\t\t\t                    \t\t\t\t\t\t\t\t\t\t\t<li class=\"current\" id=\"historical-development-of-biomedical-research-in-lithuania\"><a href=\"#tab-01\">Historical development of biomedical research in Lithuania<\/a><\/li>\n\t\t\t\t\t\t\t\t\t\t                    \t\t\t\t\t\t\t\t\t\t\t<li  id=\"krbtek-composition-and-working-regulations\"><a href=\"#tab-02\">KRBTEK composition and working regulations<\/a><\/li>\n\t\t\t\t\t\t\t\t\t\t                    \t\t\t\t\t\t\t\t\t\t\t<li  id=\"permit-requirements\"><a href=\"#tab-03\">Permit requirements<\/a><\/li>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/ul>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<div class=\"tab-c bordered active\" id=\"tab-01\">\n\t\t\t\t\t\t\t<div class=\"prose md:prose-lg\">\n\t\t\t\t\t\t\t\t<p>The system of ethical evaluation of biomedical research in Lithuania was begun in 1990. Lithuania is one of the first countries in Eastern and Central Europe where such a system is regulated by a special law.<\/p>\n<p>One of the most important stages in the development of the biomedical research ethical evaluation system is the introduction of a two-tier biomedical research ethical evaluation model. Two types of institutions were chosen for the implementation of the mentioned model: at the national level \u2013 the Lithuanian Bioethics Committee (hereinafter \u2013 LBEK), and at the regional level \u2013 Regional Biomedical Research Ethics Committees (hereinafter \u2013 RBTEK). The biomedical research ethical evaluation system, based on the two-tier biomedical research ethical evaluation model, was implemented in 2000, after the adoption of the Law on Biomedical Research Ethics of the Republic of Lithuania.<\/p>\n<p>In Lithuania, biomedical research began with the establishment of the first research ethics committees at Kaunas Medical University (in 1992) and the Institute of Oncology in Vilnius. These committees carried out ethical oversight of biomedical research protocols and clinical drug research documents. However, ethical supervision of biomedical research was regulated by legal act only in 1994, after the adoption of the Law on the Healthcare System of the Republic of Lithuania. Based on it, LBEK became the only institution obliged to issue permits for biomedical research projects. Since 1997, following the adoption of the Order of the Minister of Health of the Republic of Lithuania \u201cOn the Provisional Procedure for Conducting Ethical Examinations of Biomedical Research\u201d, permits to conduct biomedical research with drugs have been issued to LBEK after obtaining the approval of the State Medicines Control Service (hereinafter &#8211; VVKT).<\/p>\n<p>After the adoption of the Law on Biomedical Research Ethics of the Republic of Lithuania in 2000 and the implementation of the two-tier model of ethical evaluation of biomedical research based on it, the system of ethical evaluation of biomedical research was further developed. After Lithuania joined the European Union in 2004, Directive 2001\/20\/EC of the Council of Europe and the Parliament \u201cOn harmonisation of laws and other legal acts of member states related to the implementation of good clinical practice in clinical trials of medicinal products for human use\u201d was transposed into the Lithuanian legal system.<\/p>\n<p>In harmonising this directive with Lithuanian legislation, some provisions of the Law on Biomedical Research Ethics of the Republic of Lithuania and the Law on Pharmacy of the Republic of Lithuania have been changed. It can be said that the main changes and additions were related to the functions performed by LBEK and VVKT, and more precisely, to the procedure for issuing consent to conduct a clinical trial of a medicinal product. Pursuant to the aforementioned directive, the function of \u201ccompetent authority\u201d was transferred to VVKT. The directive also established the requirement to ensure that ethics committees are established in all European Union countries to evaluate clinical medicinal product research projects. Another important requirement of the directive is that regardless of the number of research centres in the country, a single opinion must be formed for each research. In Lithuania, this function is performed by the Lithuanian Bioethics Committee. These and other provisions of the directive have been transposed into the law of the Republic of Lithuania during the preparation of a new version of the Law on Pharmacy.<\/p>\n<p>The right to issue permits for other biomedical research (non-medicinal products) remained the competence of LBEK or RBTEK. Documents for obtaining a permit for biomedical research are accepted no later than 20 days before the meeting of the Committee. They are submitted on the\u00a0 <a href=\"https:\/\/www.epaslaugos.lt\/portal\/\">Electronic government gateway<\/a> website.<\/p>\n<p>Meeting dates:<\/p>\n<ul>\n<li>3 February 2026<\/li>\n<li>3 March 2026<\/li>\n<li>14 April 2026<\/li>\n<li>5 May 2026<\/li>\n<li>2 June 2026<\/li>\n<li>30 June 2026<\/li>\n<li>25 August 2026<\/li>\n<\/ul>\n<p><strong>Requirements for obtaining authorisation for biomedical research additions\/changes<\/strong><\/p>\n<p>In order to supplement\/change the biomedical research, the following documents are submitted:<\/p>\n<ul>\n<li>Reasoned <a href=\"https:\/\/lsmu.lt\/wp-content\/uploads\/2022\/11\/galutinis_prasymasdlbiomedicininiotyrimopapildymo.doc\">request<\/a> with explanation and application \u2013 are mandatory.\u00a0Other relevant documents that need to be adjusted in order to supplement the study with research tasks, additional questionnaires.<\/li>\n<li>Documents that change as a result of additions are provided with visible corrections (\u201ctrack changes\u201d) and their edited versions. Documents are given a new version number and a new date.<\/li>\n<li>In order to include a new researcher in the study, the application must describe the activities planned for them and submit a curriculum <a href=\"https:\/\/lsmu.lt\/wp-content\/uploads\/2022\/11\/bmt_cv.docx\">vitae<\/a> (CV) in the form approved by LBEK.<\/li>\n<li>In order to extend the time of the investigation, an updated signed application of the investigation centre and an interim summary of the investigation execution report are submitted.<\/li>\n<\/ul>\n<p>When making changes and additions to the biomedical research protocol, it is necessary to notify the insurance company (if applicable) about the changes being made and submit an insurance conclusion or insurance policy to the Kaunas Regional Biomedical Research Ethics Committee.<\/p>\n<p>For example: when an addition to the research protocol is being made, the research protocol, summary of the protocol and informed consent form with \u201ctrack changes\u201d are provided in printed format or otherwise marked changes\/additions in the original documents approved by the Kaunas Regional Biomedical Research Ethics Committee. If one or more additional researchers are included in the study, who will perform the same tasks envisaged by the study, the CVs of the researchers are provided.
