“Innovation fails not because of a lack of technology or funding \u2013 it fails because of culture.” This statement resonated during EIT Health\u2019s \u201cMorning Health Talks\u201d in Kaunas, organized by the LSMU Health Innovation Development Center, KTU Startup Space, LSMU Hospital Kauno Klinikos, and the VDU Entrepreneurship Competence Development Center MINDED.<\/p>\n\n\n\n

Held at the Kaunas Picture Gallery, the event brought together stakeholders from across Lithuania and Europe\u2019s health innovation ecosystem \u2013 from the public sector to investors, technologists to educators, and startup founders. The core discussion wasn\u2019t about the power of finance or technology, but their limitations in the absence of cultural foundations, openness to failure, and a deep human \u201cwhy\u201d.<\/p>\n\n\n\n

The topic was both provocative and precise: \u201cCulture Eats Innovation for Breakfast: Why Mindset Shifts Matter More Than Tech.\u201d As it turned out, this wasn\u2019t just rhetoric \u2013 it reflected a real issue that hinders progress even where we have the brains, data, and ideas.<\/p>\n\n\n\n

Culture as the Foundation of Innovation<\/strong><\/p>\n\n\n\n

The first speaker, digitization and AI expert Gediminas Buivydas, stressed that innovation without culture is ineffective. According to him, 90% of digital transformation challenges are rooted in human, not technological, factors: \u201cInnovation fails not because of technology \u2013 it fails because of culture. If we don\u2019t have a clear answer to why we want to change, no innovation will succeed.\u201d<\/p>\n\n\n\n

He outlined how to cultivate an organization\u2019s innovation capability \u2013 from assessing digital maturity to developing experimental projects. Too many organizations rush to the question \u201cwhat will we do?\u201d instead of starting with \u201cwhy does this matter?\u201d Buivydas emphasized that meaningful change must be embraced by employees, and conscious leadership is essential: \u201cWhen leadership can\u2019t answer the \u2018why,\u2019 culture eats all strategies before breakfast.\u201d Innovation requires not only tech but inner courage: \u201cDon\u2019t wait six months \u2013 start testing tomorrow.\u201d<\/p>\n\n\n\n

Talent Exists in Lithuania, Culture Still Lags Behind<\/strong><\/p>\n\n\n\n

Vice Minister of Health Daniel Naumovas highlighted that even small initiatives can spark big changes. Lithuania, though lacking natural resources, should rely on its talented people and their knowledge: \u201cThe people in this room can be the seeds of future innovation.\u201d<\/p>\n\n\n

He noted existing challenges: while Lithuania boasts strong scientists, an ambitious biotech vision, and modern hospitals, progress is often hampered by excessive bureaucracy, institutional communication gaps, and unclear cooperation mechanisms. He stressed the need for a balanced, transparent approach that fosters rather than hinders collaboration.<\/p>\n\n\n\n

A particularly important message: data must be used for patient benefit. Otherwise, it\u2019s not only inefficient but ethically questionable. He also emphasized the need to shift from passive spending to active investment in public health funding.<\/p>\n\n\n\n

Naumovas celebrated that, for the first time in national history, the Ministry of Health has made innovation a strategic priority \u2013 a clear signal of Lithuania\u2019s commitment to building a knowledge- and data-driven health system.<\/p>\n\n\n\n

Technology Born from Empathy<\/strong><\/p>\n\n\n\n

Equally inspiring was Mike Hazlewood, technologist and co-founder of the startup SensePilot, whose presentation demonstrated that breakthroughs stem from values and empathy rather than tech.<\/p>\n\n\n\n

“Innovation shouldn\u2019t start with ‘what can we create?’ It should start with ‘who needs this?'” Hazlewood introduced a solution that allows people with severe disabilities to control a computer using only facial muscles.<\/p>\n\n\n\n

This innovation didn\u2019t arise from market demand, but from a cultural awareness that technology must be accessible to all \u2013 especially the marginalized. \u201cSensePilot started as a hackathon experiment \u2013 a safe space to fail and learn. We continued because we saw real, life-changing value.\u201d<\/p>\n\n\n\n

He also highlighted the importance of privacy and dignity: \u201cOur system works offline, locally \u2013 it\u2019s faster, safer, and more respectful. Technology can be sensitive \u2013 if we choose to make it so.\u201d<\/p>\n\n\n\n

The Portuguese Experience: Community Over Capital<\/strong><\/p>\n\n\n\n

Jorge Pimenta, Innovation Director at Portugal\u2019s Instituto Pedro Nunes (IPN), shared how to build a sustainable innovation culture even in smaller cities. Based in Coimbra, a city of just 150,000, IPN has grown into one of Portugal\u2019s top health tech hubs.<\/p>\n\n\n\n

The key, according to Pimenta, is long-term collaboration between universities, startups, the public sector, and healthcare providers: \u201cYou can have the best AI solution, but if the health system doesn\u2019t want or understand it \u2013 it\u2019s just a PowerPoint slide.\u201d<\/p>\n\n\n\n

He emphasized community: collaboration is a two-way street. IPN hosts hackathons, idea workshops, student internships, and mentorship programs \u2013 cultivating innovators early on.<\/p>\n\n\n\n

This model is highly relevant for Lithuania, showing that even small cities can become innovation leaders with the right strategy, strong cross-sector ties, and a cooperation-based ecosystem.<\/p>\n\n\n\n

Lithuania Has Everything It Needs \u2013 Except a Shared Vision and Structured Collaboration<\/strong><\/p>\n\n\n\n

In the second part of the event, guests listened to a discussion among experts from three different fields on how to create a sustainable and collaboration-based health innovation ecosystem in Lithuania. Moderator Edvinas Grau\u017eelis emphasized: \u201cThe question is simple \u2013 what can we do so that a year from now we have a clearer innovation direction in the health sector in Lithuania?\u201d<\/p>\n\n\n\n

Antanas Montvila<\/strong>, Head of the Innovation Evaluation and Implementation Unit at LSMU Hospital Kauno Klinikos, pointed out that the role of the healthcare sector in innovation needs to be clearly defined. According to him, healthcare institutions are not startup accelerators: \u201cOur primary task is to provide services. Our goal is to ensure that the best, validated technologies reach people as quickly as possible.\u201d He also emphasized that Lithuania still lacks a mature innovation ecosystem: \u201cWe are still a fairly young community, especially in the field of health innovation, and somewhat fragmented.\u201d<\/p>\n\n\n\n

Paulius Vilemas<\/strong>, founder and CEO of Energenas Group, co-founder of LitBAN, and Investment Director at Sofigama, stressed the importance of a systemic approach and the relevance of international examples. He stated that in Lithuania, the concept of innovation is often misunderstood: \u201cThe goal of healthcare institutions is not to create innovations. Their goal is to treat using approved methods.\u201d According to him, effective innovation only arises when there is a clear structure between academic institutions, healthcare providers, and business: \u201cThe US and Israel set a good example \u2013 there, innovation comes from universities, but hospitals help test, validate, and use the data.\u201d<\/p>\n\n\n\n

He also observed that the health sector may soon undergo a fundamental shift: \u201cWe are living in a turning-point era \u2013 the kind of medicine we\u2019ve known so far has run its course. A new era is coming \u2013 based on data and prevention.\u201d Paulius emphasized that Lithuania\u2019s advantage as a small country is the ability to quickly test and implement new models: \u201cIf we move fast, we can export an entire innovative healthcare system model to larger, slower-moving countries like Germany or France.\u201d<\/p>\n\n\n\n

Osvaldas Stripeikis<\/strong>, Head of the MINDED Entrepreneurship Competence Development Center at VDU, spoke about the deeper \u2013 cultural and value-driven \u2013 side of innovation. He reminded the audience that true breakthroughs are born where knowledge, emotion, and practice converge: \u201cThree things give birth to innovation \u2013 the heart, the mind, and the hands. If we start only from ideas without meaning, it becomes very dry. And meaning \u2013 that\u2019s a human quality that artificial intelligence will never create.\u201d According to him, technical solutions alone are not enough \u2013 systemic thinking is needed, and that comes only through experience: \u201cInnovation is a new solution to an existing problem. To find it, you must be part of the sector and understand its pain points.\u201d<\/p>\n\n\n\n

At the end of the discussion, the moderator asked all participants to answer what they would do in the next three months to make Lithuania\u2019s innovation direction clearer. A. Montvila<\/strong> identified a very specific step: \u201cWe will continue working on the implementation of the open health data standard OpenEHR. We have already started piloting it in our hospital \u2013 and this will be the foundation upon which we can build other innovations.\u201d P. Vilemas<\/strong> emphasized that the most important thing is to demonstrate demand: \u201cIf people start demanding innovative treatment, the system will have to respond.\u201d O. Stripeikis<\/strong>, in turn, raised the question of what could become the \u201cgluing element\u201d of the ecosystem: \u201cWe have innovators, we have competencies \u2013 but we lack something that would unite everyone into one vision. Could it be a university? Could it be business? This is the question we are still trying to answer.\u201d<\/p>\n\n\n\n
