Profesinė reabilitacija ir naujas požiūris vertinant neįgaliųjų darbingumą

Abstract

Kasmet Lietuvoje nustatoma apie 30 tūkstančių neįgalumo atvejų, apie 2 trečdaliai šių asmenų yra darbingo amžiaus žmonės. Iškyla problema, kaip integruoti neįgaliuosius į visuomeninį gyvenimį, kaip palengvinti jų problemas, kaip sudaryti sąlygas jiems jaustis lygiaverčiais visuomenės nariais bei neprarasti pasitikėjimo savimi ir savo jėgomis. Veikloje žmogus realizuoja save, patenkina savo poreikius, veikla turi įtaką sveikatai. Profesinė reabilitacija – tai asmens darbingumo, profesinės kompetencijos bei pajėgumo dalyvauti darbo rinkoje atkūrimas arba didinimas ugdymo, socialinio, psichologinio bei kitomis poveikio priemonėmis. Profesinės reabilitacijos tikslas – atkurti neįgaliųjų darbingumą ir didinti jų įsidarbinimo galimybes [5]. Mūsų šalyje ši reabilitacijos grandis, tai yra neįgaliųjų profesinė reabilitacija, žengia pirmuosius žingsnius. Asmenų su įvairia negalia įsidarbinimo bei užimtumo galimybes apibrėžia Neįgaliųjų socialinės integracijos įstatymas, įsigaliosiantis nuo 2005 liepos 1 dienos. Esminis šio įstatymo akcentas – naujai įvertinama žmogaus negalia ir jai atsiveriančios galimybės. Įstatyme akcentuojama ne tai, kiek darbingumo žmogus praradęs, o tai, kiek jo išlikę. In Lithuania, every year approximately thirty thousand disability cases are determined, as about two - thirds of the disabled are usually of the employable age, for them emerge difficulties of integration into society as equals, and questions how to relieve their problems and how to bring about the conditions to aid them in order to become incorporated in the community life and to keep sustained their self esteem. Through activities, the disabled satisfy their needs and contribute to promotion of their well- being. Vocational rehabilitation is restoration and the increase of working capacity, professional competence and possibility to enter the job market by the help of educational, social, psychological and other means of the effectiveness enhancement. The objective of the vocational rehabilitation is to restore the working capacity of the disabled and to increase their possibilities to get job or employment. In this country the vocational rehabilitation is making its first steps. The guarantee of the protection of the right to and occupation for the disabled is enacted in the Law of Social Integration of the Disabled, which will be legally valid from the 1st of July 2005. The main emphasis in this law is placed on evaluation of the disabled and prospective possibilities for them. The stress in the law is laid not on the working capacity lost, but on the still preserved mental or physical abilities.
