Support regarding unethical behaviour
Students can file a complaint with the commission when there is a disagreement with the administration regarding the resolution of the violation of students’ rights and legitimate interests related to research and study activities with the administration and other employees. These rights apply to both students and persons with the status of a “listener”.
A student who believes that their rights or legitimate interests have been violated has the right to selectively apply to:
- Rector of the University or an authorised person.
- Dispute Resolution Commission
The student has the right to apply to the Dispute Resolution Commission in the following cases:
- if they are dissatisfied with the decision made by the rector of the University or their authorised person;
- if they did not receive an answer to the submitted complaint from the rector of the University or their authorised person within 15 calendar days from the day the student submitted the complaint;
- if he is dissatisfied with the decision made by the rector of the University or the dean of the University faculty regarding the awarding of a disciplinary penalty or incentive;
- due to procedural violations in the examination of student appeals in the Appeal Panel;
- due to procedural violations in the examination of student evaluation ethics violations in the Evaluation Ethics Violations Commission;
- if they are dissatisfied with the decision of the rector of the University or their authorised person to refuse to consider the student’s complaint.
Students must comply with the deadline of 10 days for submitting complaints, and the commission must examine the received complaint and make a decision within 15 working days. If necessary, by reasoned decision of the commission, the general deadline for examining the complaint can be extended by another 10 working days.

For prevention purposes, the University has developed rules for the prevention of harassment, sexual harassment, stalking and violence at the Lithuanian University of Health Sciences.

WHAT IS HARASSMENT, SEXUAL HARASSMENT OR ABUSE?
Harassment – means unwanted treatment based on gender, race, nationality, citizenship, language, origin, social status, religion, belief, which aims to create or creates an intimidating, hostile, degrading, or offensive environment.
Sexual harassment – means any conduct of a sexual nature, expressed orally, in writing or in physical form, intended to create or intimidate the person who is being harassed, intimidated, creating hostile, humiliating or offensive, in a manner that is harassing, unacceptable or undesirable environment.
Abuse – intentional physical, mental, sexual, economic, or other impact on a person caused by non-pecuniary, physical, or material damage.
FORMS OF HARASSMENT, SEXUAL HARASSMENT, ABUSE OR STALKING
- Undesirable physical contact
- verbal or written humiliation
- showing of SMTH offensive
- deliberate isolation
e.g., smacking, stroking, caressing, pinching, attempt at kissing, kissing, etc. or demanding such contact
offensive jokes, constant remarks, hate speech, gossip, rumours, slander, etc.
showing of offensive pictures, notes, or other material, offensive gestures
deliberate isolation or non-communication in university activities, separation from social activities
The University creates and provides opportunities to safely report abuse or harassment. Once the report is recorded, effective and appropriate measures will be taken to investigate the report, ensuring the safety and assistance of the notifier.

DISPUTE SETTLEMENT PROCEDURE
- The complaint is investigated in 15 business days.
- Once the investigation is completed a report for the rector is prepared in 5 business days,
- The injured party and the reported party are introduced to the rector’s decision in 3 business days.
WHO WILL PARTICIPATE IN THE EXAMINATION OF THE REPORT RECEIVED?
- Vice-Rector for Studies
- Head of the Study Centre
- Dean of the relevant Faculty
- Head of the Legal Department
- A person authorised by the Student Union
A person authorised by the rector calls the commission in 3 business days.
